Data analysis was performed based on Strauss and Corbin&amp;#39;s continuous comparison strategy. The findings identified individuals, groups, and environments as factors affecting organizational cynicism (causative conditions). The basis and background of organizational cynicism is the internal and external environment of HPSs, which are also affected by the implementation barriers of HPS programs.&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;br&gt;
