حوزه بهداشت و درمان در عصر حاضر در‌‌بردارنده مسائل دشواری است و هم بخش دولتی، هم بخش خصوصی به عدم‌توانمندی خود در رفع مسائل درحال ظهور مرتبط با بهداشت عمومی به شکل مجرد اشراف دارند. در همین راستا مشارکت‌های دولتی-خصوصی، به‌عنوان نوعی ساز‌وکار همکاری بین دولت و بخش غیر‌دولتی که منافع طرفین را در قراردادهایشان لحاظ می کنند، در مباحث مرتبط با سیاست‌گذاری در دستور کار قرار می‌گیرند. همچنین؛ از اواخر دسامبر سال 2019 تا کنون دنیا با ویروس جدیدی به‌نام کرونا دست و پنجه نرم می کند که هزینه های زیادی تابه‌حال برای بخش بهداشت و درمان به بار‌آورده است. برای عبور از دوران کرونا مشارکت دولت و بخش خصوصی انتفاعی و غیر انتفاعی بسیار اهمیت دارد و قطعا دولت به تنهایی نمی‌تواند جوابگو اثرات منفی آن باشد. با توجه به تجربه کامیابیها و ناکامیهای موجود، این سوال پیش می‌آید که چگونه این نوع مشارکتها به عنوان راهبردهای توسعه بخش سلامت و آن هم در کشورهای درحال توسعه اسلامی می توانند جذاب و کارآمد باشند. این مقاله ضمن مرور مبانی نظری موضوع و بررسی روند توسعه مشارکت‌های دولتی- خصوصی؛ استفاده از ظرفیت‌های بخش سوم را مورد تأکید قرار می‌دهد و با باز‌بینی وقف و امور خیریه در چهارچوب مشارکت‌های چند‌بخشی، به دنبال توسعه بهداشت و درمان در جامعه با همه پتانسیل‌های موجود است. در مدل ارائه‌شده؛ در سه فاز پذیرش، بکارگیری و ارزیابی عملکرد مشارکتها، عناصر مربوط یعنی عوامل انگیزشی، عوامل موفقیت و دستاوردهای مشارکت و ابعاد و مؤلفه‌های متناظر شناسایی شدند.
